The Failure of the 28-Article Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the crisis triggered by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been defused. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, political struggles are conducted: optimistic declarations are released from different nations. Immense energy is expended on containing specific proposals. By night, the Kremlin brutally reminds the world that, for them, military action persists as the main instrument for achieving "resolution".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a capacity provided through up-to-date information. From witness perspectives, military aircraft that had been dispatched to intercept incoming guided weapons roared overhead – sophisticated military planes supplied to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons activated: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, most likely provided by allied countries. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly transforms into grim resignation: perhaps the hostile projectile won't hit its mark this time, sparing the city from ruin and another blackout.

Persistent Threats

Not long after, a automatic firearm engaged a aerial vehicle close by, part of a rapid response unit – most likely imported technology. Unfortunately, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its destination.

With pauses, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and infrastructure problems in many homes as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's essential dependence on Western support – a need that European nations are demonstrably unable to substitute in the near term.

Ineffective Peace Efforts

The 28-point plan from Washington sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new initiative from US leadership adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually secure success. This cycle will, no doubt, persist.

Strategic Calculations

It is tempting to accuse specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a principle understood by seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The White House assumes that it is impossible to compel Moscow to relinquish the land that it presently holds in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, American administration does little to deter Moscow, through diplomacy or military means, from believing that the current condition will not evolve additionally in its benefit in the near future.

Divergent Views

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a complete military breakdown until situations evolve in its favour.

Existing Situation

Objectively, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: leadership ambitions to broker a ceasefire and secure international recognition, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not switch to internal issues. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a only one week to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, current information leaks, all did their job.

While new plans based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and demonstrate specific hesitation to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, mainly require continued Western support.
