The nation's impressive new West African Art Museum (Mowaa) has ended up in the crosshairs of regional political struggles during the period it was expected to – but was unable – to open its doors to the public for the first time.

The Grand Vision

The 15-acre facility sits in the heart of Benin City, administrative center of the southern area of Edo – and features an archaeological dig and buildings planned by renowned British-Ghanaian architect Sir David Adjaye, best known for the Washington African American Museum that was inaugurated in the US capital in 2016.

It has been half a decade in the creation – and is planned to showcase both the history and the current era of artistic expression in the region known for the Benin Bronzes, historical pieces looted from the royal palace by British troops in the 19th Century.

Setup and Prospects

It is impressive – and prior to the planned opening, Mowaa was buzzing with employees resolved to show it is a place that can compete with renowned museums and galleries in the Western world.

Inside conservators carefully opened artworks from safety materials, examining each artifact and taking thorough documentation before positioning them on exhibition areas and plinths.

Experts adjusted temperature regulation systems. In the scientific facility, staff members calibrated equipment designed to maintain historical artefacts.

Financial Backing and Economic Vision

The project has been the concept of businessman Phillip Ihenacho – currently Mowaa's managing director.

"I want us to have a substantial economic benefit on area populations around here," he told journalists, adding that he wanted to make this urban center "a tourism center."

Mowaa, a not-for-profit local organization, aims at creating more than 30,000 direct and indirect jobs and providing above $80m annually to the local cultural industry through alliances and activities.

Investment and Administrative Problems

It has taken $25m to reach this point – money raised from multiple contributors, featuring the international partners, the UK museum and the local administration.

But now the local government has revoked permission from below it – terminating the use of the property on which the facility was constructed.

An government communicator stated this was because in the early agreements it had called itself the Edo-named institution – and it had later dropped "Edo" from its name.

Unrest and Official Response

This announcement was preceded by demonstrations on the weekend, when people entered the campus calling for it be named the Museum of the Benin Kingdom.

A boisterous crowd confronted overseas dignitaries at the facility ahead of the launch – requiring them to be quickly removed under security protection.

President Bola Tinubu has also stepped in to work to address the dispute, creating a high-level committee to address the controversy.

Administrative Challenges

But how has this turned into so politicised – and such a reputation problem?

Much of it comes down to internal conflicts at a regional government level, as it was Edo's previous governor Godwin Obaseki – whose term in office finished the previous year – who was a major backer of the project.

And it looks like the leadership of the recently elected official, a close ally of the regional monarch, known as the royal figure, may want greater involvement in the venture. The activists on the weekend, for example, were insisting that the institution be put under the control of Oba Ewuare II.

The Benin Bronzes Controversy

This emphasizes the contentious issue of the Benin Bronzes, one of Africa's most famous artistic heritage.

Because although the facility does finally welcome visitors, these objects will be conspicuously absent.

They are metal, ivory and wooden sculptures that once decorated the king's residence of the historical empire before British soldiers looted them in the colonial era during a colonial invasion.

Currently, many stay distributed across museums in Europe and North America -- such as the British Museum, Berlin's Humboldt Forum and the Metropolitan Museum of Art.

Return Initiatives

Their homecoming has become one of the most debated debates in the global art world. About 150 have presently been returned – and additional are expected to return.

When proposals for the facility in the urban center were first announced in recent years, the key players on the country's cultural sector anticipated it would become their perfect venue – a advanced complex to show them off to the world.

But the waters were muddied some time back after the national authorities stated that the traditional ruler would be the proper guardian of any returned bronzes – and the royal household advocated for a institution under the king's authority, contrary to the preferences of Obaseki.
